Description of problem:

PackageKit has a dep for preupgrade in f18.  This should be deprecated.

How reproducible:

Always.

Steps to Reproduce:
1. repoquery --whatrequires --alldeps preupgrade
2. echo 'clean_requirements_on_remove=1' >> /etc/yum.conf
3. yum remove PackageKit
  
Actual results:
