Description of problem:
Changing the Keyboard Layout in the "KEYBOARD" dialog has no effect

Version-Release number of selected component (if applicable):
F18 GA

How reproducible:
Always (I think)


Steps to Reproduce:
1. Select U.S. English as Installation Language. 
2. Use the "KEYBOARD" dialog to add German layout and switch to it
  
Actual results:
None

Expected results:
Keyboard switches to German

Just realized that this is probably bug #854557.
