Packstack can now configure Block Storage for remote NFS and GlusterFS shares, with the corresponding driver configured interactively or via the answer file. Currently supported backends are 'lvm', 'nfs', and 'gluster'.

Description of problem:
If we are going to use a NFS / Gluster based Cinder volume, there's very little point insisting on the cinder-volumes VG.

I think in this review https://review.openstack.org/#/c/35162/ a basic switch option has been put in place so I'm moving this on POST state
