RAT is really little more than a grep ATM
RAT is also rather memory hungry ATM
RAT is very basic ATM
RAT highlights possible issues
RAT reports require intepretation
RAT often requires some tuning before it runs well against a project
RAT relies on heuristics: it may miss issues

The apache-rat-0.8.jar in the upstream binary tarball is a collection of all of the apache-rat and dependent classes bundled together.  This is against the java packaging guidelines.  That said, we should probably ship the equivalent functionality.  Is this a critical need?  I'll look into providing it but I'm running into issues building it on an up to date system so it's going to take a bit.

No, not really. I just found apache-rat somewhere and I thought I'll give it a try what it is about. I have no intention to use it near future, although it might be interesting for Fedora.
