Previously cloning a quota dropped previously-assigned consumers and permissions. Now users can select the option to copy consumers and permissions when cloning a quota, preventing manual reassignment.

Description of problem:
Copying a quota drops consumers and permissions. It takes more time to assing consumers and permissions on quota, then own quota resources configuration.

sf6

How reproducible:
100%

Steps to Reproduce:
1. have a quota with consumers and permissions
2. copy
3. check consumers and permissions on new quota
  
Actual results:
consumers and permissions on new quota dropped

Expected results:
copy should kept consumers and permissions (it takes much longer time to add consumers and permissions then define quota resources).

ok is21.
There is checkbox 'Copy consumers and permissions', if this checkbox is checked
then all consumers and permissions of quota are copied.
Copy of resources is by default.

This bug is currently attached to errata RHEA-2013:15231.
