Description of problem:
In the PDF the link from a foot link ref (inline link) to the foot link works, however the link back from the foot link to the foot link ref does not.

3.1.1

How reproducible:
Always

Steps to Reproduce:
1. Include a foot not in the XML
2. Build PDF
3. test links
  
Actual results:
Link from body text to foot note works. Link from foot not to body text does not work.

Expected results:
Links work in both directions.

Additional info:
Links work in both directions if you open tmp/en-US/html-pdf/index.html in a browser.

Both footnote links worked for me in a PDF file:

$ rpm -q publican
publican-3.1.5-0.fc19.t62.noarch

The fix for this bug has been shipped in publican 3.2.0
