With RH configuration files inn does not perform control messages
(except cancel). News server ignores any newgroup, rmgroup and other
control messages!

Solution:

uncomment controlchan section in /etc/news/newsfeeds file or
change usecontrolchan item in /etc/news/inn.conf to false
