I've added some comments to Bug # 905368 about the current implementation of this. For now I am going to assume that in the final implementation if a Satellite URL isn't entered then the rest of the questions will be skipped.

This is perhaps a tad presumptuous but it shouldn't be too much effort to re-work if this isn't the case.
