Description of problem:
SELinux is preventing /usr/lib/systemd/systemd-localed from 'read' accesses on the file /etc/X11/xorg.conf.d/00-keyboard.conf.

If you want to fix the label. 
/etc/X11/xorg.conf.d/00-keyboard.conf default label should be locale_t.
Then you can run restorecon.
Do
# /sbin/restorecon -v /etc/X11/xorg.conf.d/00-keyboard.conf

If you believe that systemd-localed should be allowed read access on the 00-keyboard.conf file by default.
