Description of problem:
Running RHEL 5.  Postgresql 9.2.  When I tried to do:

spacewalk-setup --disconnected --external-db

I would constantly get this:
** Database: Populating database.
*** Progress: #
Could not populate database.

I looked at /var/log/rhn/populate_db.log and it was telling me this:
psql:/etc/sysconfig/rhn/postgres/deploy.sql:4 /usr/share/pgsql/contrib/dblink.sql: No such file or directory.

To fix it, I did this:

mkdir -p /usr/share/pgsql/contrib
cp /usr/pgsql-9.2/share/extension/dblink--1.0.sql /usr/share/pgsql/contrib/dblink.sql

This fixed the issue.

How reproducible:
I could reproduce it every time.

Steps to Reproduce:
1. Be on RHEL 5.
2. Install Postgresql 9.2
3. Try to install Spacewalk
