Description of problem:
  When I tried to create a scaleable WordPress app in PROD, only the HAProxy page is displayed when I click on the app's link in the web console.  I started the process at 2:47pm, but it has been over 30 minutes and the only page I see is the HAProxy page.

PROD

How reproducible:
always.

Steps to Reproduce:
1. create a scalable workpress app from the UI
2. click on the app's link from the apps page.

Actual results:
Just the HAProxy page shows up.

Expected results:
WordPress app should show up.

Upon a restart, things did work again. This may not be a duplicate of bug 866413. Reopening this bug to debug.
