Previously, unneeded refreshing of DOM elements combined with poor Internet Explorer 8 DOM manipulation performance to cause the user experience using the user portal in both basic view and extended view to be poor, due to the browser consuming 100% all time. Now, the amount of DOM manipulations, if no data actually changed, has been reduced. For IE8 only, the default refresh rate has been changed to 30 seconds so there is a larger gap between CPU spikes making for a vastly improved experience.

Description of problem:
We need to try and have the power user portal (i.e. the Extended tab in the user portal) work / respond reasonably on IE8 / Windows XP.
It is currently very slow / non-responsive on reasonable client machines.

OK, si27.3. UserPortal Extended view is much much faster now (using 249,888 K of memory).
