Please use the following update submission link to create the Bodhi
request for this issue as it contains the top-level parent bug(s) as well

Note: the changes mentioned in https://bugzilla.redhat.com/show_bug.cgi?id=918167#c0 [5] and [6] are of icu50 and present in rawhide (F19) but don't compile in icu49, need to figure out details.
