Description of problem:
When setting USB policy to native the Edit dialog in Power user portal fails to open when open a second time.

Version-Release number of selected component (if applicable):
rhevm 3.2.0-10.10.beta1.el6ev (sf9)

How reproducible:
Always 

Steps to Reproduce:
1. login to user portal
2. create a VM
3. Set USB Policy -> Native
4. Close the edit window.
5. Right click the VM and select Edit
  
Actual results:
It hangs, nothing happens, the loading circle just keeps turning (at least on IE; it's static in FF)

Expected results:
The edit dialog should open

Additional info:
The Edit dialog opens correctly from Admin portal
