Description of problem:
The bottom of https://access.redhat.com/knowledge/docs/en-US/OpenShift_Enterprise/1/html-single/Administration_Guide/index.html#sect-OpenShift_Enterprise-Administration_Guide-Setting_Default_Gear_Quotas_and_Sizes
mentions a capability coming "in an early errata". That capability has been there for a while now. These lines were added to the broker.conf:

# Default gear sizes (comma-separated) allowed to a new user
DEFAULT_GEAR_CAPABILITIES="small"


When set, this determines the gears a user has access to when they first log in. (Changing this does not change the gears available to existing users.) If not set, the default is still DEFAULT_GEAR_SIZE.
