Version-Release number of selected component (if applicable):
procps-ng-3.3.3-3.20120807git.fc18.x86_64

How reproducible:
set locale to something where a day has non-english letters in them.
alternatively:
[spider@Waves]~% echo Smörgåsgurka
Smörgåsgurka
[spider@Waves]~% watch 'echo Smörgåsgurka '

Every 2,0s: echo SmM-CM-6rgM-CM-%sgurka Sat Mar 16 13:50:41 2013

Smrgsgurka

Actual results:
Disappearing letters, both in files, paths and dates.

Expected results:
Unicode output. We're in a post ascii world, after all.
