Description of problem:
I have selinux-policy-3.12.1-23.fc19 installed currently.
Now I see there is a new selinux-policy-3.12.1-24.fc19 build
with a "rebased" changelog.  I don't think it is good
idea to rewrite the changlog history of a package that has
already been pushed to a branched release.

selinux-policy-3.12.1-24.fc19

Steps to Reproduce:
1. Compare changelog at http://koji.fedoraproject.org/koji/buildinfo?buildID=406714 
2. with http://koji.fedoraproject.org/koji/buildinfo?buildID=404372
  
Actual results:

Note particularly the change of date for 3.12.1-23!

Expected results:
1. 3.12.1-24.fc19 should maintain the changelog entry of 3.12.1-23.fc19
   and list new changes under 3.12.1-24

If F19 selinux-policy is now branched from F20 then it would be better
to use -22.1.fc19 etc for F19 or to bump the rawhide version, etc
to make it clear that they are different.

Additional info:
F19 selinux-policy release is also ahead now of F20 which is not desirable I guess.

You are right, It is a problem caused by 3879ab65d5fc4b9b92fb43c3bbb0c6969d5be161 commit.

Basically we have the same F19 and F20 in this phase. Basically builds are going to together, so rawhide build is coming today.

* should fix your issue,
* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing selinux-policy-3.12.1-28.fc19'
as soon as you are able to.

selinux-policy-3.12.1-28.fc19 has been pushed to the Fedora 19 stable repository.  If problems still persist, please make note of it in this bug report.
