Your various documentation says that if a KFM-displayed file has extension
kdelnk, then dragging that file to the panel installs a shortcut to the
file there.  But I cannot find anywhere in the documentation which tells me
how to make a .kdelnk file.  Can you direct me to explicit instructions?

Red Hat Linux documentation doesn't describe how to make a .kdelnk file. 
However, if you refer to the KDE in 60 Seconds (or so) chapter in the Official
Red Hat Linux Getting Started Guide for Red Hat Linux 6.2, it describes how to
drag something to the Panel.  Red Hat Linux documentation is available from
http://www.redhat.com/support/manuals.  Hope this helps; sorry for the late
