Description of problem:
Most of the field labels on the enter_bug page are hyperlinks that link to online help describing those fields.  these links also have mouse-over tooltips describing the fields.

A few fields label however are not hyperlinks and have no mouse-over help.  Thse are: Flags, Default CC, Whiteboard, Possible Duplicates, Description, Attachment, Only users in any of the selected groups can view this bug, and Add External Bug.

These fields should be documented like all the others.

Steps to Reproduce:
1. Open https://bugzilla.redhat.com/enter_bug.cgi?product=Bugzilla
  
Actual results:
Observe that the field labels listed above are not hyperlinks and do not show a tooltip when the mouse hovers over them.

Expected results:
All field labels should be hyperlinks to documentation and should display a tooltip when the mouse hovers over them.
