Description of problem:
SELinux is preventing /usr/bin/who from using the 'signull' accesses on a process.

You can generate a local policy module to allow this access.

allow this access for now by executing:

* was pushed to the Fedora 18 testing repository,
* should be available at your local mirror within two days.
Update it with:

as soon as you are able to.
