Description of problem:
The new d3 chart hovers are not showing up in IE (all versions).


Reproduction Steps:
1) find a d3 chart
2) hover the cursor over a bar
3) no hover popup occurs (like it does with other browsers)

This is most likely due to the z-index differences on IE vs other browsers. So the HTML hovers are not popping up in front of the SVG charts. 

Will probably have to add browser-based conditional z-index layers for IE vs other browsers.

This was done in 4.9 release with the addition of the new Hovers that are pure SVG and work with IE.
