Description of problem:
1. It does not allow user to skip creating of user.
2. Even if You create one and navigate back, You must create another one.

Version-Release number of selected component (if applicable):
gnome-initial-setup-0.8-3.fc19.x86_64

Steps to Reproduce:
1. Install system using Anaconda, create user during installation
2. Finish the installation to se the gnome-initial-setup
3. Go through the dialogs to the last one
4. Go back through the dialogs to the first one
5. Go through the dialogs to the last one again
  
Actual results:
Three users created (one with extreemly week password and two with extreemly strong one §:o)

Expected results:
One user created, until I want to create more.
