Currently RSS implemented for Windows 2012 only. 
Enable it for Windows 2008 RS as well.

How to test:

Please run HCK RSS related tests on Windows 2008 R2.

Run RSS related HCK tests on Windows 2008 R2.

in build 59,win2k8-R2 guest can run RSS test:
NDISTest 6.0 - [1 Machine] - 1c_Mini6RSSOids
NDISTest 6.0 - [2 Machine] - 2c_Mini6RSSSendRecv

based on above,this issue has been resolved.

Since win2k8-R2 can run this two RSS case,but job "NDISTest 6.0 - [2 Machine] - 2c_Mini6RSSSendRecv" failed to pass HCK test as bug960844, https://bugzilla.redhat.com/show_bug.cgi?id=960844,re-assign this bug

Move status to VERIFIED as RSS code was added in the driver
