Description of problem:
If I do not want to perform any setup (I have everything set up during the installation) I need a way to skip the initial setup or at least skip any dialog.

How reproducible:
gnome-initial-setup-0.8-3.fc19.x86_64

Steps to Reproduce:
1. Perform default installation
2. Reboot into installed system
  
Actual results:
User is forced to pass all the dialogs of initial setup

Expected results:
User is alowed to leave initial setup (close the window) any time-

post-alpha, we will not run gnome-initial-setup if a user account is already present
