Description of problem:
The nature of an alert (error, warning, info) is communicated using only color.

The division of usage charges on the account dashboard is communicated using only color.

For 508 compliance, we need to additionally convey this information using another method (e.g. text).

Closing, alerts now have visible icons, and usage sections have hover/alt text showing usage types.

Tested on devenv_4022, the alerts have icons now, but what kind of hover text or alt text do you refer? I did not find it on billing info page, can you specify it? Thanks!

We have to have visual indication of information, not just colors.

1. Alerts have icons, which differentiate the types visually
2. Usage comparison graphs (/account?debug=1) have hover text, which shows the types visually

Thanks for you comments! Tested on devenv_4027, alerts have incons now, and there are hover texts on the usage comparison graphs about usage type, so verify this bug, thanks.
