allow reload in nfs-server unit file

Description of problem:
'systemctl reload nfs-server' doesn't work and 'systemctl restart nfs-server' must be used instead. To allow reload, just one line must be added, patch attached.

systemd-200-4.fc19.x86_64

How reproducible:
100%
 
Actual results:
$ sudo systemctl reload nfs-server
Failed to issue method call: Job type reload is not applicable for unit nfs-server.service.

Expected results:
$ sudo systemctl reload nfs-server

Package nfs-utils-1.2.8-3.0.fc19:
* should fix your issue,
* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing nfs-utils-1.2.8-3.0.fc19'
as soon as you are able to.

nfs-utils-1.2.8-3.0.fc19 has been pushed to the Fedora 19 stable repository.  If problems still persist, please make note of it in this bug report.
