General spec maintenance

Some clean up was needed because of #951472, but I am opening a different bug because the problem reported there is more generic, not strictly related to libxml2.

After some investigation these are my results:

- the difference between uninstalled libxml2.a and installed libxml2.a resides only on the timestamp (checked with hexdump)
- libxml2 is capable of building both shared and static libraries (--enable-shared and --enable-static works), but the resulting libxml2.a is somewhat different from the one built with --disable-shared

So, to be on the safe side, I am providing a patch that solves the flags problem and simplify the static library installation but still keeps shared and static building in two different stages.
