nova-manage reports different versions for 'version' action and '--version' option.
The one for '--version' option is more general/upstream version.

Compare:
> # nova-manage --version
> 2013.1
with:
> # nova-manage version
> 2013.1-2.el6

There are patches for this bug upstream, but the work has been abandoned.  It's not clear that there is an actual problem  here, so I am closing our bz.
