How reproducible:
always

Steps to Reproduce:
1. Select specific datacenter in system tree.
2. Try to add new network via network tab.
  
Actual results:
It is possible to select diffrent datacenter, then datacenter that is currently seleceted.

Expected results:
It is not possible to select different datacenter. And the datacenter combo box is grayed out.
