Description of problem:
I installed F19 TC6 and used gnome-initial-setup first time. I created user of my name in anaconda installation. Now, I don't want other user account on my system but gnome-initial-setup forced me to create another user. That is bad. 
I see 3 choices to fix this
1) Allow to skip this step
2) Let gnome-initial-setup pick already created users on system and show them and mark some user as created by gnome-initial-setup
3) or drop gnome-initial-setup as I see duplicity for some configuration from Anaconda installation to gnome-initial-setup.
