Description of problem:
[User Portal] Console options of a VM are displayed when clicking on wider area as expected. See attached picture for area where any click causing opening Console options of a VM. Reproduced on IE10 on Win7x32.

sf13.1
Windows7 32bit client with IE10.

How reproducible:
always

Steps to Reproduce:
1. Open User portal in IE10, log in and start a VM.
2. Make a click with mouse on area as displayed in attached picture.
  
Actual results:
Console options are displayed.

Expected results:
Console options should be displayed when clicking on specific button only.
