Description of problem:
I have dual boot system. At install time I selectd Hardware Clock set to UTC & selected my local time zone for time adjustement. But windows XP interprets the hardware time as localtime which causes problem.


I tried reseting the setting of Hardware Clock to UTC to Local Time Zone. I executed the following command for that:

timedatectl set-local-rtc 1 through user root.

I think this access should be allowed if root is executing the command else how may I change the setting.

If you want to allow systemd-timedated to have create access on the .adjtimeAKz6u2 file
Then you need to change the label on .adjtimeAKz6u2
Do
# semanage fcontext -a -t FILE_TYPE '.adjtimeAKz6u2'
where FILE_TYPE is one of the following: config_home_t, config_usr_t, locale_t, systemd_passwd_var_run_t, xserver_etc_t. 
Then execute: 
restorecon -v '.adjtimeAKz6u2'

If you believe that systemd-timedated should be allowed create access on the .adjtimeAKz6u2 file by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:

# semodule -i mypol.pp
