Cloned the original BZ to track this work in master.  We need to be clearer about how Manual Import should work when the new plugin configuration with a Manual Import request maps to an existing resource that RHQ is already tracking.  This is a subtle detail/path important for all plugins supporting Manual Add.  

With the BZ we need to document what needs to happen to beef up support for invalid Manual Import requests and clarify our stance on the same.
