Additional information:
This feature adds a possibility of chosing the method of spice invocation. It adds radio buttons (to the console popup dialog) that allow user to choose between spice invocation via:
 - browser plugin - uses spice-xpi/spice-activex
 - non plugin ("mime") invocation (launching console client using served config file)
 - automatic decision (use browser plugin if it's installed, otherwise uses non plugin way).
