I'm sorry, after better reading, the evolution-ews-3.8.1 contains the fix. I see you've updated evolution-data-server and evolution, but not evolution-ews (it's still 3.8.0). Please update it too, and then restart the machine, thus the new library will be used.

I just realized that the update was missing in Fedora 19, thus I created it (there was a build done, only the intended update didn't contain it for some reason).
