according to the decision in virt-program [1], need to adjust the supported locales in the GUI to the exact ones as determined by the localization team.

old list: current supported locales in the RHEV-M GUI:

en-US
es
fr
ja
pt-BR
zh-CN
de

new list: supported locales in the RHEV-M GUI after this BZ is fixed:

en-US
es-ES
fr-FR
ja-JP
pt-BR
zh-CN
de-DE

need to:

- adjust the locales of the GWT compilation to exactly match the new list.
- rename the non-English .properties files to exactly match the new locale list.
