Cause: Previous version of rt-setup mounted only the cpuset cgroup because RT kernel only supported that cgroup. Consequence: Latest RT kernel supports all cgroups except RT Group Scheudler but these were not mounted. Fix: Remove custom cgroup mounting logic from rt-setup startup script and add a package dependency for libcgroup Result: All cgroups supported by the RT kernel mounted on boot by libcgroup startup code.

Description of problem:
rt-setup mounts cgroups under /cgroup which leads to cgconfig service failure.

How reproducible:
always

Steps to Reproduce:
1. install libcgroup and enable cgconfig service
2. install rt-setup and realtime kernel
3. reboot to realtime kernel
4. check boot log
  
Actual results:
cgconfig service fails
mount shows mounted cgroups

Expected results:
cgconfig service configures cgroups according to /etc/cgconfig.conf
'mount' doesn't show cgroups but /cgroup is populated according to /etc/cgconfig.conf
