Description of problem:

Currently febootstrap 3.12 is in RHEL 6.4.  In order
to rebase libguestfs (bug 958183) we will require a newer
version of febootstrap, ie. 3.21.

Version-Release number of selected component (if applicable):

febootstrap 3.12 -> 3.21

I've done the git work for this (easy), but as there's no
pm-ack I cannot push anything yet.

We are on the ACL now (good!) but still require PM ack (bad!)
