Description of problem:
After a fresh installation of PCP RPMs:

Yeah, the .spec file shouldn't chown.
Instead, in %files, put

%dir %attr(0755,pcp,pcp) %{_logsdir}/pmcd  

et al.

* was pushed to the Fedora EPEL 5 testing repository,
* should be available at your local mirror within two days.
Update it with:

as soon as you are able to.
