I would like to specify the start up and shut down order of guests.   Some guests depend on other guests being available.

If the host can not determine if the guest is up and available, I would like the host to wait a user specified time before assuming its ready and proceeding with the next guests.

Sorry this didn't receive a timely response. But in cases like this I suggest implementing your own init VM startup/shutdown script... I don't think libvirt is going to grow support for VM startup ordering
