Description of problem:


The option of "Move to Certification Process from Dust bin" option doesn't work


How reproducible:


Steps to Reproduce:
1. Open a cert in dustbin
2. Select the "Move to Certification Process from Dust bin" option and click "Save" button
3.
  
Actual results:
show "A legal Platoform is not provided" error 


Expected results:
the cert should be move from dust bin to a correct product certification.
