Description of problem:
A pool was configured with VNC Console as the console type. When a VM is started from the User Portal (get VM), its console will be configured to SPICE instead of VNC. In the configuraton Dialog VNC is still the configured option and also in User Portal.

Normal start of the VM from the Admin Portal works with VNC as expected

How reproducible:
Setup new VM Pool with VNC as Console Option
Setup at least one Prestarted VM or get a VM from User Portal

Steps to Reproduce:
1. Setup new VM Pool with VNC as Console Option
2. Start a VM from the User Portal
3. Wait for VM to boot
  
Actual results:
Unable to connect to VM console without SPICE Plugin installed

Expected results:
Console button is Activated, and VNC Credentials Dialog appears when pressed console button.

This appears to be strongly related to ovirt bugzilla 929142

in RHEV 3.1 in general, and User Portal in particular, VNC is not supported, and you can only initiate a spice connection to a vm.
you can open a vnc-console to a vm using vnc-viewer.
