Tar changed its default behaviour, its does not preserve acl
I feel this change should be documented somewhere more visible.

Peter, I would guess that this is duplicate of bug #963671?  What exactly
changed? (apart from that the --acls option is non default)

Actually this bug is for docs team to write tar change to release notes or some  document with rhel6 vs rhel7 changes

Oh, I missed the assignee.  In that case, the first link is not relevant
to RHEL changes in any way, I hope:

What changed is just --acls/--selinux/--xattrs not set implicitly during
extracting from the archive (during archiving it was never turned on by
default).  And only easily restore-able extended attributes (not requiring root
access) are restored by default (user.* domain) - that requires
--xattrs-include='*' (for everything).
