Description of problem:
Currently if you want to build a custom site you need to install the brands web content from the brands source. It should be possible to install a brands web content from the installed RPMs.

This is true for the common brand as well as all other brands.

publican-3.1.5-0

How reproducible:
Always

Steps to Reproduce:
1. Install all publican RPMs
2. create a custom web site
3. install a book


Actual results:
Lots of 404's and no ability to install common web content without getting the publican source.

Expected results:
No 404's and ability to install brand web content from RPM content.
