Description of problem:
After switching from English language to German language the german keyboard is not set. Only installing system-config-keyboard solves the problem.

Fedroa 19 Beta 

How reproducible:
Boot Live-DVD Gnome 64bit

Steps to Reproduce:
1.Run settings
2.Switch to region/language
3.Select German and relogin in liveaccount

Actual results:
German language is used, but englisch keyboard settings are set.

Expected results:
German keyboard setting are used.

This is not a localization bug. Reassigning to anaconda.
