Description of problem:
When I upgraded to Fedora 19 (fresh install with anaconda using beta netinst media, re-using existing home partition), I created my normal user during install, and gave it the groups "wheel, storage (2000), family (2001)".

After install, the user had group ID 1000, but group 1000 did not exist and the user was not in any other groups.
