log-delete script currently has no docs associated with it

We should probably document how it works.

Nowadays we have man pages for a number (almost all?) of the server-side utilities, such as beaker-init, in documentation/admin-guide/man/. So we really just need a man page in the similar style to cover beaker-log-delete.

For general information about how log archiving and log deletion works we *do* already have this doc in the architecture guide (although maybe it could benefit from some fleshing out too):
