The star upstream tarball distributes also the RMT (remote tape protocol)
implementation.  Package it in subpackage called 'rmt'.

The RMT was packaged in 'dump' package previously (it is intended to be
dropped).  The implementation from star has a newer code base and is more live
than the dump's version.  So the star's version should obsolete the dump's
version.

According to https://bugzilla.redhat.com/show_bug.cgi?id=968995#c3 - the rmt
binary is compatible with dump.  Upgrade path should be OK here.
