Description of problem:

Refreshing an existing Content View that had already been promoted caused the UI to show the same published content view twice in the changesets page. It may be worth looking at https://bugzilla.redhat.com/show_bug.cgi?id=968054

How reproducible:

Steps to Reproduce:
1. Create product with a single repository and sync it
2. Create content view, add product and publish it
3. Promote published content view
4. Add second repository to product and sync it
5. Refresh published content view
6. Go to changesets page

Actual results:

There are 2 entries for the published content view. One shows up as already promoted, the other one is available to add

Expected results:

There should be only one entry (latest version of published content view)

Now I can see only one entry and of latest version ( here its '2'). Please see the attached screenshot.

This is after adding a 2nd repo to existing product for which content-view is already published.
