Hi Michael, I'm assuming that the Upstream Release Monitoring script was incorrect about comparing versions here, and this bug is invalid?

Difficult to say. Rawhide is at 3.4-beta1, not 3.4. It could be that the script doesn't understand Fedora's versioning scheme, where 3.4-beta1 becomes 3.4-0.x.beta1. And in case it considers upstream's 3.4-beta2 "newer than" 3.4, that would be a bug indeed.
